Article I - Mission Statement
The United Filipino Club of Seattle University strives to provide members of the community with an opportunity to further their knowledge of the Filipino culture and traditions. Through our events and activities, we hope to create a sense of family as well as promote community involvement and awareness of our heritage to bring meaning to our identity as Filipino-Americans or as members who wish to share this culture. We also aim to foster the development of leaders that will continuously educate themselves beyond their academic experience to affect the greater community.
- The United Filipino Club of Seattle University, which herein shall be referred to as “UFC,” shall have qualifications for membership based upon the following criteria:
- Registered undergraduate or graduate student of Seattle University.
- Registered student from a neighboring institution.
- Staff or faculty of Seattle University.
- Alumni from Seattle University or other colleges who maintained active standing with UFC.
- A member within UFC shall herein be referred to as a person who:
- Attends general meetings held by the Executive Officers of UFC when possible.
- Attends events and activities held by the Executive Officers of UFC when possible.
- An official member of UFC shall herein be referred to as a person that:
- Pays annual club dues in which the amount and date of payment shall be discussed and voted on annually by the Executive Board.
- Follows Section II.
- Alumni are exempt from paying 50% of UFC’s dues decided in Article II, Section III, Clause 1.
- Staff and faculty of Seattle University are exempt from paying the dues decided in Article II, Section III, Clause 1.
Article III - Executive Cabinet
- Members of the Executive Cabinet shall be in active standing with UFC and registered students of Seattle University taking at least 12 credits per quarter.
- President
- The President shall have at least one year prior experience of participating and serving on the executive board of the United Filipino Club of Seattle University.
- The President has the following powers vested to him/her herein:
- The President is the executive head of the cabinet and shall preside over all general meetings, Executive Board meetings, and Executive Cabinet.
- Shall enforce the bylaws herein stated in the constitution.
- Shall act as the main contact to other clubs and the surrounding communities.
- Shall oversee the other Executive Board officers to ensure that they are performing their duties impartially, accurately, promptly, and in good faith.
- Shall have the power to break all ties in voting by the Executive Board.
- The President shall make sure to attend every Barrio Fiesta meeting run by Barrio Chairs.
- If the President is unable to attend, he/she will ensure the Vice President will attend.
- The President must attend SU OMA Alliance meetings and report back to update the executive board and general members.
- If the President is unable to attend, he/she will send a representative.
- Shall notify other clubs of upcoming UFC activities and events.
- Shall notify UFC of other activities and events held by OMA alliance.
- Executive Vice-President
- The Executive Vice-President shall take over as President should the elected President be unable to fulfill his/her duties.
- Shall fulfill any administrative duties not assigned to the President.
- Shall assist the President in performing his/her duties.
- Shall co-preside over all Executive Board meetings.
- Shall create an Executive Board Contact and Availability List, which shall list each officer’s contact information and quarterly schedule.
- Activities Vice-President
- The Activities Vice-President shall take over as President should the elected President and Executive Vice-President are unable to fulfill their duties.
- In the absence of the Activities Vice-President at an event, the Vice-President shall appoint a substitute to oversee the execution of an activity/event.
- The Activities Vice-President will generate a variety of activities and/or events for both the Executive Board and the general members to participate.
- The Activities Vice-President will work closely with the Executive Board to plan and execute the approved activities and events.
- Treasurer
- The treasurer will maintain and complete an accurate record of all financial accounts of UFC.
- Shall maintain an accurate record of all paid members and distribute the list to the Executive Cabinet.
- Shall prepare a financial report of all revenues and expenses at the end of the year and whenever the Executive Cabinet requests one.
- Shall maintain in contact with financial advisors on campus.
- Make transactions through Club Connections & Controller’s Office.
- Shall remain in contact with Fundraising Chair for opportunities to maintain stable revenue.
Article IV - Executive Board
- Members of the Executive Board shall consist of the Executive Cabinet and the following positions and must have active standing with UFC.
- Members of the Executive Board must be registered students of Seattle University taking at least 12 credits per quarter.
- Members of the Executive Board can be appointed a Barrio Fiesta Committee Chair.
- Members of the Executive Board shall participate in club related activities.
- All executive board members must create or continue a legacy portfolio of their position to pass on to future oncoming board members.
- Public Relations
- There shall be two officers elected to this position.
- One officer is to be elected during regular spring quarter elections.
- One officer is to be a freshman elected during fall quarter of the following academic year.
- The Public Relations officers are responsible for advertising the club and its activities to the Seattle University community as well as the surrounding areas.
- Shall send out reminders for general meetings to the UFC general members.
- Shall submit all material to be distributed or posted to any member of the Executive Cabinet.
- Shall be responsible for creating a quarterly newsletter that will be distributed to the UFC members.
- Secretary
- The Secretary shall take accurate minutes during all Executive Board and Club meetings, which shall be distributed to the Executive Board, Advisor, and general members respectively.
- Shall be responsible for providing a sign-in sheet(s) for each club meeting.
- Shall gather and compile member information at the beginning of each year and will distribute this information to the Executive Board.
- Shall be responsible for maintaining an updated list of current UFC members and UFC alumni.
- Shall reserve rooms for UFC Executive Board meetings and UFC General meetings.
- Shall maintain the listserve and will add or remove members.
- Fundraising Chair
- The Fundraising Chair shall coordinate fundraising events with the assistance of the treasure and Activities Vice-President.
- Shall coordinate and advertise fundraising events with the executive board.
- Historian
- The Historian will maintain a scrapbook containing articles and photo records of UFC events.
- Shall oversee maintenance of the UFC Club website by making current updates.
- Shall be responsible for creating the Barrio Fiesta DVD, including special features of behind the scenes footage and photos of Barrio Fiesta practices.
- Shall be responsible for producing the UFC NWFASA Conference slideshow.
- Shall possess his/her own camera.
- Shall have knowledge in website design, graphic design, and in video.
- Culural Chair
- The Cultural Chair shall seek and implement activities focusing on the Filipino culture and heritage.
- Shall have the power to form a cultural committee of UFC members to form ideas and aid in the implementation of activities.
- Shall work with the executive board to brainstorm cultural events.
- Shall work with VP of Activities to finalize an event or activity.
- Shall inform members of past or current issues related to Filipino and Filipino-American culture via monthly email and/or by presentational means.
- Shall be responsible for maintaining a contact list of Filipino-American Organizations in the surrounding area.
- Shall be responsible for coordinating Filipino Heritage month activities and etc. in October.
- Barrio Fiesta Chairs
- There shall be two officers elected to this position.
- Both officers must have prior Barrio experience.
- Barrio Fiesta Chairs are responsible for coordinating the annual Barrio Fiesta.
- Shall organize Barrio Fiesta committees and elect chairs as they see fit.
- Shall designate and run separate meetings as Barrio meetings.
- Shall maintain a Barrio Committee Chairs listserve and create a legacy report to be passed on to the next Barrio Chairs.
- All previous and current Barrio Chairs are entitled to free entrance to Barrio Fiestas.
- Community Service
- The Community Service Chair is responsible for coordinating service opportunities for UFC and the community as a whole.
- Shall be responsible for all aspects in relation to the service event known as Tahanan which is held monthly at the Filipino Community Center.
- Shall submit proposed community service projects to the Executive Board for approval.
Article V- Club Advisors
- Faculty Advisor
- UFC shall have a minimum of one staff member of Seattle University, who shall perform the following duties to remain in good standing with Student Activities:
- The Faculty Advisor shall attend at least one meeting with the “Executive Cabinet” consisting of the President, Executive Vice-President, Activities Vice-President, and Treasurer, every quarter during the academic year.
- Shall attend at least one UFC general meeting per quarter.
- Shall attend at least one officer meeting consisting per quarter of the Executive Board as defined by Article IV.
- Shall give sound advice to the Executive Board of UFC that is in adherence to the mission statement.
- If need be, shall sign contracts, event request forms, and other university documents in adherence to the mission statement of UFC.
- Senior Advisor
- The Senior Advisor shall be approved by the Executive Cabinet.
- Shall serve as a resource to the Executive Board.
- May attend meetings with the “Executive Cabinet” consisting of the President, Executive Vice-President, Activities Vice-President, and Treasurer, every quarter during the academic year.
- May attend at least one general meeting, which consists of all UFC club members per quarter.
- May attend at least one or more officer meetings consisting of the Executive Board as defined by Article IV.
- May give sound advice to the Executive Board of UFC that is in adherence to the mission statement.
Article VI- Elections
- Only members of “official membership” can be involved in the nomination and election process discussed herein in Article II Section III.
- Nomination and Election Process
- Nomination shall commence once Barrio Fiesta wrap-up is complete.
- Nominations shall be conducted during one general meeting or otherwise designated by the Executive Cabinet.
- Nominations will be done by paper ballot that is placed in a nomination box.
- Nominations will continue for a weeks time or otherwise designated by the Executive Cabinet by a 2/3 vote, and nomination can also be done via email if a member could not attend the meeting.
- The ballot will be read aloud and if another member approves a nomination, the motion will herein be referred to as an “official nomination,” and the nominated member will be herein referred to as a “candidate.”
- In order for the nomination to be official, the nominee shall be present at the time of nominations.
- If the nominee is not present, an approved representative may substitute and accept on their behalf.
- At any point up until the election, a candidate may decline the official nomination to an Executive Board position.
- The election date shall be pre-announced to members at least one club meeting in advance.
- Candidates who do not reply to the official nomination will by default decline the official nomination, be removed from the ballot, and not be referred to as a candidate.
- During the meeting in which the elections are to take place, candidates are permitted to make a speech before the elections lasting no longer than five minutes.
- Elections shall be conducted in secret ballot.
- Ballots shall be counted by the Executive Cabinet and recounted by the President.
- In the event a member is elected to more than one position, the member is given the right to choose which position they will fill within a one week period after the election.
- Each nominee shall only be allowed to run for two positions.
- In the event a nominee wins two positions, the vacant position shall be offered to the runner up.
- In the event of a tie, a revote shall be called by the President.
Article VII-Impeachment
- If in any event an officer is unable to fulfill his/her affirmation duties, the following steps shall be taken.
- Confidential meeting with the advisors or president to discuss the situation and possible conflict resolution.
- In the event that the situation is not resolved, the Executive Board votes whether or not to impeach.
- Vote for impeachment shall be counted as 2/3+1.
Article VIII – NWFASA Alliance
- The United Filipino Club of Seattle University shall send at least one Executive Board member to the monthly Alliance meetings.
Article IX – Amendments
- Amendments to the Constitution can be made by the members of the Executive Board.
- Amendments must be approved by the members of the Executive Board by unanimous vote.
